Welcome to the City of Woodburn
Highway 99E Corridor Plan Project Website!

Highway 99E is a major north-south transportation route through the CIty of Woodburn. It runs along the east side of the City and is one of the City's main transportation corridors, providing access to numerous local businesses as well as serving as a major transportation route between Wilsonville and Salem.

The Highway 99E Corridor Plan (Corridor Plan) will address competing roadway functions by developing land use and transportation strategies to guide future development, access, and improvements along Highway 99E within the City's Urban Growth Boundary. The major goals of the Corridor Plan are to improve the function, viability, and appearance of the Highway 99E corridor and adjacent uses. It will include strategies and tools to:

  • Guide land use and site development
  • Improve local street connections
  • Ensure pedestrian and bicyclist safety
  • Improve access management
  • Provide access to new developments
  • Keep traffic moving
  • Revitalize the commercial district along 99E

The City of Woodburn and the Oregon Department of Transportation (ODOT) have selected a team of consultants to assist them with this project. Project team members will actively engage property owners, businesses, residents, stakeholders and elected and appointed officials throughout the project. Community members are encouraged to participate in the corridor planning process by attending committee and public meetings and providing comments to City staff.
